Business secretary says 3% pay rise for NHS staff in England and Wales is fair

Kwasi Kwarteng told BBC Breakfast: ‘We’re in a difficult position as far as public finances are concerned. The 3% figure that was agreed by the independent panel is something we think is fair.’ The Royal College of Nursing told the BBC that staff were angry about the planned increase and may consider industrial action
