Russian attacks kill more civilians as Ukraine prepares for a major counteroffensive

Russian strikes on Ukraine killed dozens and hit as NATO and the U.S. said they had sent Ukraine 98 percent of the vehicles promised to Kyiv. The weapons are designed to be ready for Ukraine’s highly anticipated upcoming counteroffensive. Nick Schifrin discusses the plan with Gen. Kyrylo Budanov, the head of Ukraine’s military intelligence.
