Beijing has stepped up efforts to turn Xinjiang into a tourist paradise, papering over its oppression of the province’s Muslim minority Uyghurs. In line with President Xi Jinping’s call to “strengthen positive publicity,” Xinjiang’s tourism bureau plans to double its spending.
